    摘要:

    首先根据1960—2008年上海地区11个气象站11月—次年4月的气象资料制定了上海市低温、雨雪、冰冻灾害过程的综合评估指标,接着依据自然灾害风险分析的原理和上海地区各区县的社会经济资料,运用地理信息系统技术(GIS)和加权综合评价法,进行了上海市低温、雨雪、冰冻灾害的致灾因子危险性、孕灾环境敏感性、承灾体易损性和抗灾能力分析和区划,在此基础上对上海市低温、雨雪、冰冻灾害进行了风险区划,将上海市低温、雨雪、冰冻灾害划分为高风险区(嘉定区)、次高风险区(崇明县、中心城区、宝山区、闵行区和青浦区)、中等风险区(松江区、金山区)和低风险区(浦东新区、南汇区、奉贤区)。为有关部门灾害管理和制定减灾决策提供参考依据。

    Abstract:

    Comprehensive index of cryogenic freezing rain and snow disasters were formulated by using the meteorological data at 11 meteorological stations in Shanghai from November to next July during the period 1960 to 2008. Based on natural disaster risk analysis rules and socio-economic data in Shanghai and using the methods of geographic information system(GIS) and weighted comprehensive evaluation, the hazard of disaster-causing factors and sensitivity of disaster-pregnant environment and vulnerability of disaster-bearing body and anti-disaster ability against cryogenic freezing rain and snow disasters in Shanghai were analyzed and divided, and the risk regionalization of cryogenic freezing rain and snow disasters in Shanghai was made by using of a categorical index for representing risk degree, including the highest risk, second high risk, middle risk and light risk. Some suggestions and measures were proposed for references of disaster management and disaster alleviated tactics.
